How to win any war is: Strap lasers to thousands of hammer head sharks. One laser would be attached under the sharks chin and the other would be attached to it's tail. Imagine your city filled with dozens of flying sharks raining down laser beams at you.
But you may be thinking how the sharks are flying? Well, that's why helicopter blades are attached to the sharks back. Another attachment to the shark is a fish bowl with water secured tightly around its neck and over the head, this allows the shark to breathe properly. The sharks would be ordered to fly over the enemy (example: Moscow) and rain death upon them. They would never see it coming. The death toll would be tremendous.
