Should Rudy Giuliani be campaigning in Iowa?

I get that he has virtually no chance of either winning or even doing well there, and he probably never did. On the other hand, he has always underestimated the early voting states just because they're light on the number of delegates they can bring to the table. He's out to prove that all you need to do is win enough big states so that you can stock up on delegates for the nominating convention in the summer.

Size isn't everything, Rudy.

If he had spent time in Iowa, then Mike Huckabee may not be tied with him in national polls right now. The only reason Huckabee is doing well now is because he's done well in Iowa. His conservative (and Christian) credentials have allowed him to compete with Mitt Romney for the top spot in the mostly conservative state. He's the "flavor of the month"; the dark horse; the second-tier that kicked out a first tier, (although that status is now in doubt).

If Rudy hadn't abandoned the early states, would Huckabee ever have risen so far?

I think Rudy is taking a huge risk skipping the first couple of dances, since in politics you can quickly lose your dance card.
